DETAILED NARRATIVE DESCRIPTION OF PROJECT: Department For International Development (DFID), UK intends to monitor the ongoing construction activities on 70 bridges &40 schools in Malakand agency. For the purpose they intend to hire an independent monitoring consultant (single source) to the monitor these construction activities.
DETAILED DESCRIPTION OF ACTUAL SERVICES PROVIDED BY THE FIRM: Monitoring of the construction of bridges & schools at different stages on monthly basis. Check the progress on each bridge, any blockages / delays incurred during building process & specific technical feedback on Bridge foundations like ramp quality, retaining walls etc, check quality of construction materials used, construction methods / workmanship adopted &any issues encountered during fixing of the steel bridges. Conduct perception survey, bridge usage data and Health & Safety of workers. Also gather feedback from community during & after construction of bridges & school, Contract management issues (if any), provide advice to the on-site Contractors with regards to any possible improvement in the construction quality. Maintain close liaison with regional authorities Communication and Works Department (C&W ) where the construction is being undertaken and also with the construction supervisors Halcrow/Mott. Assess if there is any financial or fiduciary risk to the bridges & schools programme including the Government delivered abutments. Identifying, understanding, possibly seeking and providing advice to DFID-Pakistan with regards to resolving problems and issues arising from the meetings and site activities. Preparation of Monthly Progress Report of the above activates. Prepare Quarterly progress report focusing on effectiveness, efficiency, quality of programme delivery, construction methods, contract management and any lessons learnt. Spot check all other infrastructure investments of DFID in the area.
